After many decades of development and accumulation, COOEC has formed a complete set of mature technology, equipment and capability system for offshore oil and gas field development, design, construction, installation and maintenance, and is able to provide customers with turnkey and diversified projects more efficiently. COOEC has vigorously developed strategic emerging industries, actively promoted the construction and upgrade of traditional industries to deep water and underwater high-end marine equipment, achieved a leap in deep water oil and gas field engineering capacity from 300m to 1,500m, and made a series of major technological breakthroughs in deep water, subsurface and other fields. COOEC has expanded its traditional offshore oil and gas engineering business to include onshore LNG engineering, offshore wind power and other clean energy fields, which has contributed to the continuous improvement in its comprehensive competitiveness.

Onshore Oil & Gas Development Solution

COOEC is accelerating green upgrading efforts, achieving a leap from “offshore” to “onshore”, cultivating and forming comprehensive onshore oil and gas terminal businesses such as LNG terminals, LNG storage tanks, natural gas liquefaction plants, etc.

As an EPC contractor, COOEC has undertaken more than 10 key onshore oil and gas comprehensive terminal engineering projects. There are currently 41 LNG storage tanks in operation and under construction, with storage capacity ranging from 30,000 cubic meters to the world’s largest capacity of 270,000 cubic meters. The company has contracted LNG engineering projects worth over 30 billion yuan, making it a top-tier LNG engineering company in China, among which, the Tangshan LNG Terminal Project is currently the largest LNG Terminal project proposed in China, with an annual LNG processing capacity of 20 million tons upon completion. Zhuhai LNG Phase II and Zhejiang LNG Phase III projects plan to build a total of 11 LNG storage tanks with a capacity of 270,000 cubic meters each. The storage tank core technology is independently designed by CNOOC, marking a comprehensive breakthrough in the design and construction technology of super-large volume LNG storage tanks in China, reaching the global leading level.

Through scientific and technological research and development as well as engineering project experiences, COOEC has developed core competencies such as the design capability of LNG terminal storage tanks, EPC contracting capability for LNG terminal storage tanks, EPC contracting capability for natural gas liquefaction plants, EPC contracting capability for LNG cryogenic insulation projects, and EPC contracting capability for crude oil storage tanks and natural gas processing plants.

Inspection

COOEC has rich experience and technical advantages in the inspection and testing industry, and hold international quality management standard ISO 9001 certificate, CNAS national laboratory accreditation certificate, CCS offshore facility testing agency accreditation certificate, Canadian CSA W178.1 laboratory accreditation certificate, DNV AUT qualification certificate, and radiation safety license, among other qualifications. The business scope has gradually expanded from initially serving the field of offshore petroleum engineering to the field of in-service oil and gas equipment and facilities inspection, liquefied natural gas (LNG), oil refining, offshore and onshore pipeline inspection, shipbuilding, and new energy industries. We can provide one-stop quality control services, including developing quality control program procedures, providing NDT inspection, quality control consulting, training of inspection professionals, qualification certification, and other professional technical services.

COOEC has the only full-disciplines and professional pre-commissioning and commissioning team in CNOOC, and has the only calibration central station in CNOOC that with national first-class calibration standards. COOEC provides professional services and best solutions of onshore and offshore pre-commissioning, commissioning and calibration for all kinds of projects (Fixed Platform, FPSO, Jack-up, LNG module, SEMI, Pipe-laying Vessel, etc. )

Products R&D

COOEC provides high-end oil and gas processing, intelligent products, and green energy equipment full life cycle services in the fields of offshore and onshore oil and gas exploration, midstream and downstream, including subsea products, natural gas processing products, skid-mounted design, construction, after-sales debugging, maintenance and other services for oil and gas processing products. Provide digital intelligent product central control systems, EMS systems, integrated management systems, E-HOUSE, compressor control systems, intelligent power distribution systems, and other product design, integration, testing, and after-sales services.

Fleet

COOEC has a professional offshore construction fleet of 19 vessels in 6 types, including 7,500-ton derrick vessel, class-3 dynamic positioning deep-water derrick & laying vessel, MSVs and engineering auxiliary vessels, which are equipped 17 Rovs, 1 set of deepwater flexible laying system and 1 set of plow trenching machine, etc.  The capacity of subsea engineering operations is up to 3,000m-level.

In recent years, COOEC has accumulated experience in implementing dozens of subsea projects, including subsea production system installation, mooring system treatment, deep water flexible laying, subsea trenching and subsea facilities inspection and maintenance. The Liuhua 16-2, Liuhua 29-1 and Lingshui 17-2 projects implemented by COOEC are the first truly large scale deepwater projects in China, and have formed a series of comprehensive deepwater business capabilities such as deepwater semi-submersible unit, deepwater steel suspension line riser, subsea production system, deepsea pipeline laying. Especially, the successful completion of “Deep Sea No.1”, “Haiji-1”, ”Haiji-2” and other equipment have promoted China’s offshore oil and gas development capacity to enter the ultra-deepwater era.

ROVs

COOEC has 17 ROVs, which include light duty, shallow water, observation class, heavy duty, deep water, and work class ROVs. The Company has the IMCA ROV contractor and training membership certificates and provides ROV pilot technician training services. Relying on offshore projects, COOEC has accumulated rich experience in offshore operations and established strong operation teams and capabilities that enable it to carry out various offshore operations in 1,500m-deep waters, including the installation of subsea structures such as manifolds, christmas trees, umbilicals, electrical & hydraulic flying leads, jumpers, flexible risers and suction anchors, as well as deepwater oilfield inspection, maintenance and repair (IMR). With performing overseas projects, COOEC has offered services to a large number of foreign customers such as Myanmar, Brunei, Indonesia , Qatar, Saudi Arabia, Nigeria, Shell and has been highly recognized by them.
